PAFHRMC HISTORY

With a vision to create a more responsive and efficient Air Force, LT GEN HORACIO S TOLENTINO AFP, Commanding General, Philippine Air Force, instigated various organizational reforms during his incumbency. Along with these is a desire to effectively address the growing needs of the organization’s military and civilian personnel. After several studies, discussions, and consultations, the idea of coming up with a Personnel Management Center transpired. Hence, the creation of a “one-stop-shop” Center that would properly cater to these needs “from womb to tomb” was born.

On 01 October 2007, the Philippine Air Force Personnel Management Center (PAFPMC) was organized and categorized as Air Force-Wide Support and Separate Unit (AFWSSU), under the command and control of the Commanding General, PAF and functional supervision of the Assistant Chief of Air Staff for Personnel, A1. The mission: “To provide effective and efficient personnel management system in support of the PAF mission.

The following functions were transferred to PAFPMC upon activation: (1) The Military and Civilian Personnel Management and Board Secretariat functions of the Air Force Adjutant; (2) PAF Personnel Testing and Research Center; (3) Selection of individual candidatesfor both local and foreign training from the Office of the Assistant Chief of Air Staff for Operations, A3; (4) Administrative supervision and control of PAF personnel who are on detached service/detailed outside, due for retirement, resignation, reversion and discharge, schooling local and abroad, and are sick in AFP Medical Center of the 3 rd Headquarters Administrative Squadron, HSSG. On 21 May 2020, the PAFPMC was renamed into Philippine Air Force Human Resource Management Center (PAFHRMC) with the approval of Commanding General, Philippine Air Force, LTGEN ALLEN T PAREDES PAF with the mission: “to provide human resource management services in support to PAF mission”. In June 2023, COL ROBERT WENDELL N AUSTRIA PAF (GSC) assumed the position of 15th Commanding Officer of PAFHRMC to continue the noble goal of effective and efficient Human Resource Management to address the needs of Military Personnel and Civilian Human Resources in the Philippine Air Force.
